Upphandlingen ska uppfylla Kommunens behov av externa placeringar avsedda för personer som är i behov av insatser i form av skydd mot hot, våld eller andra övergrepp tillsammans med andra relevanta insatser. Syftet är att skydda och stödja enskilda från att fortsatt utsättas för hot, våld eller andra övergrepp i en akut, ibland livshotande situation.
