Möjlighet att tillämpa HBV:s trepartsavtal finns. Ramavtalet omfattar: 1. Norrbottens län 6. Dalarnas län 16. Gotlands län 21. Blekinge län Maximalt fem stycken leverantörer per område kontrakteras.
