Upphandlingen syftar till att tillgodose Specialfastigheters behov av att relativt snabbt och enkelt kunna beställa konsulttjänster för utrednings- och projekteringsuppdrag, med avtalade timpriser. Med SUA-klassade projekt avses uppdrag där krav på säkerhetsskyddsavtal finns.
