Invitation to participation in the market dialogue. Asker, Bærum and Drammen municipalities plan to hold a competition for a new contract for the operation and development of websites on Optimizely DXP. Before the competition is announced, we would like a dialogue with the market in the form of one-to-one meetings with relevant tenderers, who can offer systems that cover the municipalities ́needs. The dialogue meetings will be held digitally during week 9. We would like to carry out a combined procurement process to enter into three separate contracts with the same tenderer. The municipalities have in common that we use the same CMS (Optimizely DXP) on version CMS12. The aim is that cooperation, development and sharing across the municipalities take place seamlessly between the three municipalities. Through new contracts a collaborating partner shall be able to support the operation and development of the websites in Asker, Bærum and Drammen municipalities. A collaborating partner must be able to contribute to and deliver the following (the list is not exhaustive): - Stable and safe operation - High competence in Optimizely DXP and resource robustness. - Continual improvement - Development and future orientated focus. - User-oriented focus - Consultancy and competence sharing. - Project management in development. System integration - Design and concept development Close dialogue in both daily operation and development. We would like tenderers to give a presentation of their service offer, which states something about how they can contribute to fulfil the municipalities ́needs. We would also like tenderers to have prepared answers to questions defined in annex 2. Tenderers wishing to participate can register their interest by sending an email to elfrid.nygaard.stabellini@asker.kommune.no, and at the same time state the preferred time for the meeting: - Monday 23.02: 10.00-11.30 - Monday 23.02, 12.30-14.00 - Monday 23.02, 14.30-16.00 - Tuesday 24.02, 08:30 - 10:00. - Tuesday 24.02, 10.30-12.00 - Tuesday 24.02, 13.00-14.30 The registration deadline is 19.02.2026. Annex 1 - Agenda Dialogue Meeting 1. Presentation of meeting participants and cards on the municipalities ́needs. 2. Presentation from the tenderer and review of questions and answers in Annex 2. Annex 2 - Questions and Answers The questions shall be reviewed in the dialogue meeting, and answered and returned in written form to the customer by 27.02.2026: 1.Technical operation and stability A. How do you ensure stable and secure operation of Optimizely DXP for customers with complex needs? B. How do you work with proactive operation and continual technical improvements? c. How will you describe your form of cooperation and dialogue with customers (response time, CRM, regular status meetings)? 2. Development and future oriented focus A. Can you describe how you internally ensure competence development and further development of your employees? B. Beside the main delivery covered by this agreement, assistance can be required for major development projects throughout the contract period. There may be a need for more capacity and special competence from the tenderer. Do you have the opportunity to carry out projects of a larger nature and set aside large amounts of resources in limited periods? Key competence in major projects may, for example, be linked to artificial intelligence in order to proactive information work on the websites and to make content available to target groups that can have challenges with using digital channels. c. How do you envisage that a municipal web will look like in 5 years? 3. Work across three municipalities A. What competence do you have in the municipal sector (or similar entities/organisations) Please give examples. B. How will you organise the cooperation so that development, operation and further development occur seamlessly across Asker, Bærum and Drammen municipalities? How can you facilitate re-use of systems across the municipalities? c. What experiences do you have with working with several customers in joint projects? d. How do you ensure good priorities when three municipalities shall share the same supplier? How do you ensure that there are enough resources with the right competence available? 4. User focus and availability A. How do you work with user testing and insight and how do you use this for continual improvement? 5. Design and concept development A. How do you work with design and concept development at Optimizely DXP, and what methods do you use to make systems uniform and user friendly? Describe how you involve ordering, handling design principles, and ensuring consistency in both visual and content design. 6. How do you share experiences, insight, and best practice with the customers you work with? Do you, for example, have forums or seminars that your customers can participate in for inspiration and competence development? 7. Can you discuss how your company currently works with environment and sustainability and what actions do you take to reduce damaging environmental impact? 8. Can you describe the price model you use? Three reference customers with a comparable solution (with contact information). 4. Generic price list for their consultants based on seniority and competence.
