Norway – Software package and information systems – Intention notice SCADA-system

Orkland municipality intends to enter into an ongoing contract with Autic System AS for the product Ignition - SCADA-system for water and sewage. Orkland municipality is holding the procurement without a competition as the procurement concerns services that only a specific supplier can deliver, because competition is impossible for technical reasons, cf. the Utilities Regulations § 9-3 b no. 2. Ignition is a full web-based SCADA platform, with HMI clients delivered as pure HTML5 applications that can be run in standard browsers on PCs, tablets and mobiles without local client installations or plugins. The system supports separate, logically separate projects/instances within the same platform, with each project being administered, developed and operated independently, but still under a joint gateway/server. The development environment included in the platform supports more than 10 simultaneous developers on the same system/project without additional licence costs per developer or user. The SCADA platform is widespread in the market, with a documented and broad ecosystem of certified integrators and developers in the Nordic region and internationally, so that the municipality is not dependent on one supplier, but can choose between several competent environments for further development and operation. The system has built-in support for SAML 2.0 and OpenID Connect as authentication mechanisms, which enable integration with national ID systems such as BankID/Freja as well as the municipality ́s other IAM system. The SCADA system is module based, so functionality such as history (Historian), reporting, web HMI, alarm handling, SMS/email notification and edge/IIoT functions are delivered as separate modules within the same platform, and can be activated/disabled without replacing the system.
