Steinkjer municipality needs to procure 24 hour residential/activity offers for persons with the accompanying follow-up services for persons with a compound and comprehensive assistance need. Hen has increased the risk of violence and has had a negative development over the years. It has been estimated that there is a need for 24 hour residential and welfare offers where they can be taken care of and rehabilitated/habilitated, and for the purpose of reducing the risk of new crimes and strengthening social protection.
