Ireland – Medical equipments – Supply, Installation and Commissioning of an ENT Navigation and Power System for Simulated Surgical Training

This voluntary ex-ante transparency (VEAT) notice serves to confirm that Trinity College Dublin intends to award a contract to Medtronic Ireland Ltd., Block 3090-3094, Lake Drive, Citywest Business Campus, Dublin, D24 XN47, for the supply of a Stealth Flex ENT Navigation System and Integrated Power Console for the School of Medicine, Trinity College Dublin, Dublin 2, Ireland. The contract concerns the supply, installation and commissioning of a Stealth Flex ENT Navigation System and an Integrated Power Console, including associated software, hardware, and accessories, for use in simulated sinus surgical training and navigation-guided procedures. The PHACON sinus surgical simulation model used by the contracting authority was developed and validated exclusively with Medtronic Stealth Navigation and Medtronic instrumentation. The cassette design, CT datasets, navigation workflows and validation data are proprietary to Medtronic and are not accessible to third-party suppliers. The contracting authority already owns the PHACON baseplate and will utilise the PHACON model for simulated sinus surgical training. This procurement is conducted under Article 32(2)(b)(ii) of Directive 2014/24/EU, as the supplies can be provided only by Medtronic for technical reasons. No reasonable alternative or substitute exists that would meet the required level of simulated sinus surgical training.
