As hydrogen infrastructure is expected to be established in Denmark, there is a need for a market system that can support three key market management processes. At the same time, the existing methane infrastructure will need to be supported by a new system solution. Nomination – The shipper informs Energinet of the desired transportation quantity for a given time period as the basis for matching and balancing. Nominations and renominations are expected to be submitted at 15-minute intervals. Matching – Ensuring that transported quantities are aligned between two system operators with corresponding opposite values. Allocation – Ensuring correct allocation of physical measurements and the commercial outcome of matching as the basis for balance calculation and system management. A similar need exists for methane, as the intention is to harmonize the systems for methane and hydrogen. The purpose of this Request for Information (RFI) is to identify available software solutions in the market that can support the processes described above. Energinet wishes to explore whether standard systems are available that can be configured to support both methane and hydrogen in separate instances with different configurations. The solution is expected to comply with applicable EU rules for the transportation of methane and hydrogen. At present, the following regulations and network codes are relevant: The Danish Gas Supply Act and EU Regulation 2024/1789 Balancing NC | ENTSOG (https://www.entsog.eu/balancing-nc) Interoperability and Data Exchange NC | ENTSOG (https://www.entsog.eu/interoperability-and-data-exchange-nc) Timeline: RFI to be issued in mid-July Deadline for questions: 31 August RFI expected to be completed by 7 September Deadline for questions: 31 August Deadline for answers to questions: 7 September The market dialogue is expected to begin in week 37 via Microsoft Teams. The expected meeting duration is two hours. Implementation and go-live must be completed by the end of June 2029. Description of the procurement: Energinet is exploring the possibility of procuring a market system that can support key business processes related to the operation and development of a hydrogen market. The system must also support the existing methane market. It is expected to handle and support market processes such as nomination, matching and allocation, as well as data exchange between relevant market participants and internal and external systems. The procurement is expected to cover an overall solution capable of supporting both functional and technical needs, including configuration, integration, testing, implementation, documentation, operations, support and ongoing maintenance. It has not yet been determined whether the solution should be based on a standard solution, a configurable platform, custom development or a combination of these. Energinet’s preference is to make maximum use of standard and configurable functionality. Through the market dialogue, Energinet wishes to obtain market input on possible solution models, delivery approaches, implementation processes, dependencies, risks and commercial conditions. This input will be used to qualify the further work on requirements, scope, timeline and a potential tender strategy. After 7 September, Energinet expects to select 3-5 suppliers to be invited to participate in dialogue meetings starting in week 37. Energinet would appreciate receiving answers to the following questions by 31 August: 1.Product maturity •Are genuine standard solutions available for nomination, matching and allocation? •Which TSOs or markets currently use the solution? 2.Adaptation to Danish conditions •To what extent can configuration be carried out without code changes? •What level of adaptation is expected in relation to Danish market rules and the balancing model? •Which parts of the solution are typically customer-specific? 3.Changes to market rules •How are changes to market rules handled after go-live? •Can such changes be handled through configuration, or do they require development? •What are the typical implementation timelines for rule changes? 4.Architecture and critical logic •Where is the logic for balancing, cut-off, validation and allocation located? •Can critical logic be separated from the standard system? 5.Implementation and timeline •What would be a realistic implementation period for a solution of this type? •What are considered the greatest risks to achieving go-live in July 2029? 6.Deployment and platform •Can the solution run on-premises? •Can the solution run in a private cloud? •Can the solution run in a public cloud? •Are there any functional differences between the deployment models? 7.Hydrogen and methane •Does the solution support both hydrogen and methane? •Can different market rules for hydrogen and methane be handled through configuration? •Can a single installation support both gas types simultaneously? •How are diverging regulatory frameworks for hydrogen and methane markets handled?
