There are currently different solutions and routes for the delivery of letters, packages and newspapers. The Ministry will assess the possibilities for better coordination of these services. Where it is not commercially profitable to deliver mail submissions, delivery should be more efficient than currently coordinated and streamlined. To ensure good postal services and effective use of government resources, the Ministry wants dialogue with actors who provide letters, packages, newspapers or other post related services or logistics services, or who are interested in doing so in the future. The aim of the dialogue is to obtain information on services and actors in and outside the postal market. The information shall form the basis for the Ministry ́s assessment of the organisation of future purchases of postal services, including which postal services the state must compensate for maintaining and to what extent. The information shall also contribute to the state not implementing measures that negatively affect well-functioning parts of the market. The Ministry of Transport plans to introduce a new scheme for delivery obliged postal services from 1 July 2027. The dialogue shall give the contracting authority knowledge on: The competitive situation - how many suppliers are there, are they small or big? How is maturity in the market? What's going on in the long term? What are the trends? What possibilities there are. What are the possibilities for innovation, including new climate and energy systems. Which requirements may be anti-competitive. How the tenderer can document fulfilment of any requirements and criteria. What can stimulate competition. What can be cost-efficient. What can contribute to lower life cycle costs (e.g. lower user and operating expenses). How the competition ought to be implemented.
