The Agency for Urban Environment in Oslo municipality is responsible for the management, operation, maintenance and development of municipal urban spaces in Oslo. The urban rooms include common areas such as roads, streets, squares, meeting places, parks and public recreation areas, municipal sports and outdoor facilities and municipal owned areas in Marka and inner Oslofjord. Oslo municipality has set requirements and arranged its procurements for building and construction contractor services since 2019 in order to reduce the municipality ́s direct emissions of greenhouse gases. At the transition to 2025, the municipality sharpened these arrangements so that building and construction projects under the auspices of the municipality ́s entities as a main rule shall be implemented with; 1) emission free systems at the building or construction site, 2) emission free or biogas based mass transport and; 3) emission free or fossil free vehicles for other transport (depending on the allowed total weight). The requirements are in the accompanying annex to this notice. The aim of this survey is to update the Agency for Urban Environment ́s knowledge around the market's maturity in order to use the main rules here presented in the Urban Environment Agency's typical project portfolio. The Agency for Urban Environment has experience for various reasons that not all systems for emission-free execution are completely ripe for a zero emission requirement. Reasons can be, among other things, low capacity for necessary machines and equipment in emission-free varieties, uncertain or immature technology for certain assignments in regard to quality and execution, special equipment and machines that are not commercially available or do not exist whatsoever, or other considerations in projects that mean that it is not practically possible to make requirements on or use emission free systems. With regard to transporting matter, the Agency for Urban Environment has learned that most of the mass transport to and from plants is carried out with biogas technology. We would like to introduce some incentives in the municipality ́s contracts for building and construction projects so that a more balanced mix is achieved from biogas based and emission-free mass transport. The Agency for Urban Environment would like feedback from several parts of the supplier chain in connection with building and construction assets - from the executing/main contractor to technical disciplines and sub-contractors, building materials and mass transport, landlords and sellers of site machines and construction equipment etc. The information is very important so that the Agency for Urban Environment can set suitable requirements in coming competitions that take into account predictability, equal competition terms and in the long term be able to meet expectations of contractors who have taken measures to meet the municipality ́s ambitions for 100% emission free building and construction sites.
