The contracting authority for this procurement is Moss municipality (org.nr. 920817521), Råde municipality (org.nr. 940 802 652) and Våler municipality (org.nr 959 272 581). Råde municipality is responsible for implementing the procurement process. The three municipalities are situated in the centre of the former Østfold and they are bordered by each other.
