The contract is awarded by private treaty with reference to Article 2.32(1)(a) of the the Public Procurement Act 2012. This article stipulates that the contract may be awarded by private treaty if a European Public Procedure does not result in receiving any bids or any suitable bids for the assignment. In this case, a European Public Procedure (with TenderNed reference 553602) has been performed by the Contracting Authority, but no suitable bids have been submitted.
