Scope of the Contract Causeway Coast and Glens Borough Council seeks to appoint a suitably qualified organisation(s) / individual(s) to understand why Asylum Seekers and Refugees are here, to continue to help prepare society to welcome refugees and asylum seekers, to allay fears and concerns and to educate and raise awareness of the facts and myths that exist around migration. The programme will create opportunities to help refugees and asylum seekers to feel included, valued, and safe in our society. The programme will include Educational, Support & Empowerment for refugees as well as awareness raising and an understanding programme for local citizens. The tender response must address the following areas/issues: • The history & origins of migration, asylum & refugees. • Capacitating, engaging & educating refugees & asylum seekers. • Capacitating, engaging & educating local communities. • Promotion of mutual understanding of cultural norms. • Steps towards providing a sound foundation for community integration. • An opportunity to develop cultural exchanges between refugees/asylum seekers and the communities. • Cross-Border anomalies such as the Common Travel Area. Targets • Recruitment of at least 165 participants (CNR: 15%: PUL: 15%: Other 70%) • Delivery of a Programme which will attempt to address the basic needs of refugees and asylum seekers, • Delivery of a Programme which can address concerns, fears or to debunk myths held by local communities. • Deliver 2 x educational programmes, 1 x newcomers, and 1 x residents to educate around the nuances of life here, and the experiences of refugees/asylum seekers • Delivery of a language support to improve integration and communication • Delivery of showcase or celebration event. • A minimum of 26 hours (total) of meaningful cross-community engagement must be provided per participant. Outputs • Increase in the confidence of participants to be better informed, more understanding of reasons for asylum and increased tolerance. • Improvement in relationships between both the local and newcomer communities. • Increase in knowledge that participants understand about other cultures in a mutually beneficial way, • Increase in the levels of trust between newcomer and “local” communities. • Increase in confidence amongst newcomer communities to feel they can participate, contribute and integrate in wider society. Programme Activities The programme needs to be flexible in approach due to the changing approaches to working with and supporting asylum seekers and refugees. The programme should address both key thematic areas: 1. Addressing the lack of knowledge about these communities and provide awareness raising and knowledge transfer. 2. Support for those who come from these communities to be part of the local community. Whilst not a specific list, the project should look to deliver upon some of the aspects below: • Language Classes. • Practical Support Hub. • Cultural Support/development. • Mental wellbeing activities. • Physical health activities. • Women’s only support Programme. • Youth support & empowerment programme. • Trauma-Based Support Programme. • Support around Transport. • Development of Volunteering Opportunities. • Awareness raising and education of local communities. • Support for local community organisations to enable capacity. • Community-based opportunities to share cultural exchanges. BUDGET: 149270 EUROS Timeline: 18 months This list of activities is not 100% exhaustive. As part of the Tender Quality Assessment, bidders are asked to deliver a profile that reflects these areas as well as allowing for their own knowledge, innovation, and experience. Causeway Coast and Glens Borough Council would welcome a partnership or collaborative approach from several organisations / individuals that between them have the necessary expertise and experience. Individual submissions are also welcomed. 2.3 Project Budget The project has a maximum budget of 149270 EUROS (excl. VAT) All tender submissions should be submitted exclusive of VAT, to design and deliver the above activities and achieve the anticipated results by December 2027 Please carefully note that up to 20% of project funds will be released on award of contract and thereafter on a staged basis, your tender should align costs to the delivery of stages or outputs. 2.4 Project Timescale It is anticipated that the successful bidder will be contracted to begin project delivery within 6 weeks of contract award. All project activity must be completed by December 2027 All project related financial invoicing must be submitted within 1 month of the completion of the final report.
