Scope of the Contract Causeway Coast and Glens Borough Council seek to appoint a suitably qualified organization(s) / individual(s) to offer a fully comprehensive and unique programme to provide an “events hub” and to support the development of volunteers and those responsible for planning, promoting, and delivering local events and festivals, as well as to support with the programme activity of the festival committees. The aim of the programme is to give greater focus on high impact, sustainable and quality events which will contribute towards the local area & economy, support 3rd party involvement in the delivery of festivals and cultural expression, and compliment tourism and event funding in the CCGBC area. The tender response must address the following key issues: • Lack of skills and knowledge within local communities around events management. • Volunteer levels of low confidence when managing local events and festivals. • Local events and festivals lacking high quality impact. • Lack of suitably trained volunteers to help support the growth of local events and festivals. • Lack of sustainability and partnership working. • Lack of resource that Festival/Event Committees can seek support from and/or input into. Targets • Recruit a minimum of 150 participants - (CNR: 40%: PUL 50%: OTHER: 10%) • The creation of an “Events Hub”. • Delivery of an Events Forum to enable members to avail of training opportunities • Delivery of and educational, training and skills programme. • Delivery of the supported programme activities for each respective festival. • Delivery of a cross border visit (Case Study). • Delivery of planned festival or event. • A minimum of 26 hours (total) of meaningful cross-community engagement must be provided per participant. Outputs • Build capacity of local people to be able to manage and support local events & festivals. • Improve the confidence of local people in being able to manage and support local events and festivals. • Support organisations to plan and deliver high quality and impactful events. • Improve the overall experience of visitors to local events, so that more people within the Borough are trying our new events. • Improve and create stronger more sustainable relationships between event organisers and exhibitors. • Provide more funded or low-cost opportunities for those families who perceive issues such as cost as potential barriers to access. • The provision of the “Events Hub” a one-stop shop for Festival committees who sign up to the resource, delivering, support, mentorship and peer support through a digital and physical resource. Programme Activities • Stage 1: The development, creation and delivery and terms of reference for the “The Events Hub”. • Stage 2: Recruitment onto the Events Forum, participation on the forum enabling members to avail of training opportunities, a needs analysis in the areas of multi- skills for events will ensue. • Stage 3: Delivery of an educational, training & skills programme. • Stage 4: Visit to a cross-border event to understand further the learning from stage 1 of the programme (Case Study). • Stage 5: Support of the festival committees to plan and delivery of their programme activity for their respective festivals/event, the previous stages. • Stage 6: Finale event, showcase of positive outcomes, lessons learnt, demonstrable partnership working /sustainable practices achieved. BUDGET: 146,050 EUROS Timeline: 22 months This list of activities is not 100% exhaustive. As part of the Tender Quality Assessment, bidders are asked to deliver a profile that reflects these areas as well as allowing for their own knowledge, innovation, and experience. Causeway Coast and Glens Borough Council would welcome a partnership or collaborative approach from several organisations / individuals that between them have the necessary expertise and experience. Individual submissions are also welcomed. 2.3 Project Budget The project has a maximum budget of 146050 EUROS All tender submissions should be submitted exclusive of VAT, to design and deliver the above activities and achieve the anticipated results by April 2028. Please carefully note that up to 20% of project funds will be released on award of contract and thereafter on a staged basis, your tender should align costs to the delivery of stages or outputs. 2.4 Project Timescale It is anticipated that the successful bidder will be contracted to begin project delivery within 6 weeks of contract award. All project activity must be completed by April 2028. All project related financial invoicing must be submitted within 1 month of the completion of the final report.
