Intention notice digital main plan for water and sewage in Orkland municipality. Orkland municipality intends to enter into an ongoing contract with W&S vision AS for a digital platform for the main water and sewage plan. Orkland municipality is holding the procurement without a competition as the procurement concerns services that only a specific supplier can deliver, because competition is impossible for technical reasons, cf. the Utilities Regulations § 9-3 b no. 2. VA-plan.no is a SaaS system that intends to connect data sources closer to strategic and tactical planning for the water and sewage system. It is a management system that will give both inhabitants, politicians and employees in the municipality better visibility into the own water and sewage system and the status of the investment work to be done. The water and sewage plan is a cloud based system and is designed for responsive web design for optimal viewing on various devices (PCs, terminal servers, tablets and mobiles). The water and sewage plan is the only ready system in the market that can deliver this system. The scope of the procurement is estimated to NOK 200,000,000 excluding VAT NOK 150,000 excluding VAT per annum - NOK 1.2 million over 8 years. This involves the uploading of substrates, such as the existing main plan, objectives, strategic initiatives and initiatives in the next 3 years. In addition to configuring data sources such as KOSTRA and the pipeline database, as well as training super users. Extra professional support is planned to be ordered to set up views for different user groups. Orkland municipality spends considerable costs updating the pipeline database and making good management plans. Good knowledge of the discipline is very important for creating good overviews of different user groups. Va visjon AS is the only actor who currently provides this service, a competition for other suppliers cf. The supply regulations §9-3 b no. 2. The contracting authority intends to enter into a contract with W&S vision AS 18.02.2026. It is intended to enter a contract for a framework agreement for a period of 8 years, with 6 months termination during the agreement period. Any objections are to be sent to Orkland kommune via the Mercell portal by 16 February.
