Emergency mobilisation for drought relief in East Limerick: This activity is critical to ensure water supplies are maintained to a number of communities in East Limerick during unplanned outages and water scarcity events. The emergency tankering required to the water schemes in East Limerick was awarded directly to one supplier due to the extreme urgency caused by water shortages and unplanned outages in the area during Q3 and Q4 2024. The critical services were performed on these dates to ensure adequate water supplies were maintained for Uisce Éireann customers. It would not have been possible to run a procurement procedure in line with the Utilities Regulations due to the genuine, extreme, unforeseeable, urgent circumstances rendering compliance with standard procurement timelines entirely impossible. Campion Mechanical & Electrical Engineering Limited was, at the time, the only economic operator promptly capable of performing the contract. This was due to their: • Capacity in terms of tanker assets, • Immediate availability in proximity to the affected water schemes, • Ability to efficiently mobilise resources to respond to emergency works. Their immediate mobilisation was critical to maintaining water supply continuity in East Limerick, particularly in Croom and surrounding environs, where delays in a capital pipeline project had extended reliance on emergency tankering.
