Scope of the Contract Causeway Coast and Glens Borough Council seeks to appoint a suitably qualified organisation(s) / individual(s) to help support and forge better relationships and understanding between our younger and older generations. To provide valuable opportunities for older generations to have a sense of purpose and value within society, whilst helping to support younger generations with vital knowledge and information gained through life experience. It also acknowledges the rapidly increasing demographic of older people within our Borough. The tender response must address the following areas/issues: • Difficult relationships between younger and older generations. • Skills and innovation gaps between younger and older generations. • The loss of important societal factors such as values, morals and ethics. • Isolation and loneliness experienced by both younger and older generations. • Ease the lack of understanding between different generations. • Help address the lack of volunteers who have been trained to help support and mentor others. • Help address the over-reliance on the NHS mental health infrastructure. Targets • Recruit minimum 245 participants: minimum 125 Older People (60+) and 120 Younger People (Under 25); (CNR 40%: PUL 50%: Other 10%) • Delivery of 7 accredited peer mentoring programmes. • Co-design and deliver 7 intergenerational programmes which promote skills, knowledge and information between generations. • Deliver a cross border residential which helps develop relationships. • Delivery of 7 DEA community-based projects. • Creation of a network. • Delivery of a showcase and celebration event. • A minimum of 26 hours (total) of meaningful engagement must be provided per participant. Outputs • Increase in overall confidence in participants taking part in the programme. • Lowering in the number of people who feel uncomfortable or unfamiliar in a setting with other generations. • Improvement in relationship between younger and older generations. • Improve people’s feeling of loneliness and isolation. • Increase in skills that will help communities thrive and grow. • Improvement in skills and knowledge within individuals. • Lower segregation within communities. • Increase community resilience to being able to solve community-based problems. Programme Activities • Stage 1: Recruit and consult a minimum 245 participants in creating an intergenerational programme. • Stage 2: Deliver 7 Peer Mentoring programmes (with accreditation) which supports participants in being able to support others in a coordinated way and prepare for delivery of stage 3. • Stage 3: Create and deliver 7 DEA programmes (Minimum 30 participants on each) which looks to capture skills and knowledge from generations which can be passed on. This may involve a skills and knowledge analysis in creating a proposed programme. This must be co-designed with the participants and show how the effectiveness of outputs can be monitored. • Stage 4: The development of a dementia and sensory trail across the Borough, acknowledging the challenges people and families across the generation divide face together, each day. • Stage 5: Plan and deliver 7 DEA community-based projects which demonstrates the new skills imparted and the relationships that have been developed. • Stage 6: Creation of a network of intergenerational mentors which can continue to help support younger and older generations within their community. Or a vehicle to support the most vulnerable and isolated living within the community, • Stage 7: Delivery of a showcase event to celebrate and demonstrate the success of the programme. BUDGET: 129,950 EUROS Timeline: 18 months This list of activities is not 100% exhaustive. As part of the Tender Quality Assessment, bidders are asked to deliver a profile that reflects these areas as well as allowing for their own knowledge, innovation, and experience. Causeway Coast and Glens Borough Council would welcome a partnership or collaborative approach from several organisations / individuals that between them have the necessary expertise and experience. Individual submissions are also welcomed. 2.3 Project Budget The project has a maximum budget of 129,950 EUROS All tender submissions should be submitted exclusive of VAT, to design and deliver the above activities and achieve the anticipated results by December 2027 Please carefully note that up to 20% of project funds will be released on award of contract and thereafter on a staged basis, your tender should align costs to the delivery of stages or outputs. 2.4 Project Timescale It is anticipated that the successful bidder will be contracted to begin project delivery within 6 weeks of contract award. All project activity must be completed by December 2027 All project related financial invoicing must be submitted within 1 month of the completion of the final report.
